APSA has officially cancelled all Wednesday events. Here is the language they just posted on the APSA website:
Special Weather Update: APSA Annual Meeting
Wednesday Events Cancelled
Weather Update (August 26, 2012, 5:20pm): In light of the projected conditions in New Orleans by hurricane Isaac, APSA is cancelling all pre-conference meeting activities on Wednesday, August 29th, including planned short courses. The official meeting will begin on Thursday, August 30, with the understanding that participants unable to attend the meeting due to flight cancellations to New Orleans will be eligible for refunds of their conference registration fees. As we continue to monitor the storm and local conditions, APSA will announce any adjustments to the meeting schedule following the scheduled news conference by Mayor Landrieu midday on Monday.
We are sorry for any inconvenience this may cause, and we thank all the authors who had planned to present. The pre-conference website will remain active for the foreseeable future so that papers can be read by all.

The pre-conference will be held on Wednesday, August 29th, 2012 on the LSU campus in Baton Rouge, Louisiana.
The theme of this year's conference will focus on new directions for the field of political communication. The pre-conference presents an excellent opportunity to gather and discuss expanding and improving our subfield in the context of the ever changing political communication landscape - especially in this current election year. Louisiana State University is the host for the 10th annual Political Communication Pre-conference.
